Dr. Kalwan MT KWAN
Dr. Kwan has been working in the field of corrections over 30 years and he has rich experience in working with both delinquents and adult offenders, drug abusers, managing penal establishments, devising policies in correctional administration and crime prevention. During his tenure as a correctional services officer between 1978 and 2011, he worked primarily in the delivery of rehabilitation and counseling services for offenders and gained rich experience in penal administration. His service was recognized through the presentation of The Ombudsman’s Award and the Correctional Service Medal for Meritorious Services. Dr. Kwan was the lecturer of various tertiary education institutes for more than 18 years, including HKU SPACE, HKU, MUHK (formerly OUHK), CityU, PolyU, Middlesex, Hull and Edinburgh Napier Universities, mainly involving in both the development and teaching of programmes in criminology, criminal justice, sociology, and social services. Furthermore, he is active in community service and has been serving as committee members to NGOs such as the Society for the Rehabilitation and Crime Prevention, Hong Kong, Citizen Action Design Limited (thinktank), School Manger of secondary school; and has extensive exposure in overseas’ training and international conferences. He is also appointed specialist of the Hong Kong Council for Accreditation of Academic & Vocational Qualifications and member of the Research Advisory Group, Narcotics Division, Security Bureau. Currently he is also the Hon Advisor to the Correctional Services Academy, CSD, and the Hon Advisor to the Customs and Excise Training School and the Trade Controls Branch, Customs and Excise Department.
